Full Job Description

1.1. To manage the delivery of an excellent service to the Mariner users.

1.2. To manage the facility in a safe, efficient and effective manner.

1.3. If required, to occasionally represent the Harbour Master on marine related matters.

1.4. To manage the facility inline with the prescribed expenditure targets.

1.5. The post holder will acquaint themselves with the Management Agreement between Gwynedd Council and Caernarfon Harbour Trust and carry out duties therein specified.

1.6. Ensuring the Dock is appropriately staffed to meet the requirements of the management agreement, in particular arranging for the cycle opening and closing of the gate and inspection regimes.

A) 1st of April - 30th September inclusive, to be on site, Gate will be operated on suitable tides between the hours os 0800 - 2300 Lt

1. From 15 minutes before advertised gate opening time until 15 minutes after advertised Gate closing time.

3. During "gate open" times.

4. During periods of high activity such as weekends.

5. During extreme weather conditions, or periods of special activity.

B). 1st of October to 31st of March inclusive, to be on site:

2. Anticipated Outcomes of Post

1. Under the direction of the Harbour Master and Assistant Harbour Masters, The Dock Master will manage and deliver a broad range of day-to-day marine operations and ensure marine operations are conducted in a safe, efficient and effective manner, to the betterment of Caernarfon Harbour and the Facility itself.

3. List Key Duties and accountabilities of the post

1. Producing each year, a schedule of dock opening/closing times and arrange for publication on Caernarfon Harbour Trusts Website.

2. To ensure the timely operation of the Dock Gate.

3. Ensure Caernarfon Harbour Trust website is fully up to date with accurate and correct information.

4. Organising and keeping records of the routine maintenance of the gate, gate control house, pontoons and the Pier, and through regular contact keep Gwynedd Council's appropriate Officer informed of equipment failure and any special maintenance requirements.

5. Directing the safe movement of vessels in and out of the Dock, responsibility for the general safety of Dock users and the general public and CHT employees in the area.

6. Mange all risk to ALARP and produce Risk assessments for the consideration of the Harbour Master when hazards are identified.

7. Responsibility for cleansing of those areas specified in the management Agreement and the removal of flotsam and debris from the Dock as and when required.

8. The allocation of berths in the Dock in accordance with the agreed policy the regular measurement of dredged depths in the Dock on the basis of which advise may be given on maintenance of dredging requirements.

9. The control of the use of the Pier, Tanker berth and the Ferry slip, providing additional facilities and staff according to demand

10. In association with the Administrator, ensuring that accurate records of, vessels and berth holders using the Dock and arranging for invoicing as appropriate.

11. The collection of dues from casual users of the Dock and Pier and the recording of significant data concerning such usage. The production in association with the Administrator of an annual revenue budget for the operation of the Dock and Pier, and recommend a capital budget for submission to Gwynedd Council.

12. By providing excellent quality of service to the users of the Dock and seeking additional custom, to maximum income from the facility.

13. Assist and co-operate with the Harbour Master in the enforcement of Harbour Trust Byelaws.

14. Maintain an awareness of the financial and administrative affairs of the Trust.

15. Ensure that and staff under the Dock Masters direction are aware of and observe the agreed safety regulations.

16. Ensure all activities are undertaken in a safe manner and with appropriate regard for Health and Safety regulations and adequate Personal Protective Equipment is always available and worn.

17. In discussion with The Marine Operations Leader and Harbour Master, prioritisation and task allocation for the facility.

18. Organisation of the facilities daily, weekly, monthly and annual work programs.

19. Ensure all statutory requirements for work place are appropriately in place.

20. Ensure that all vessels are maintained to a good standard and are berthed appropriately to protect the vessels and Facilities assets. Undertake any corrective or preventative measures can be undertaken. When required report to the Harbour Master.

21. Assist in the facilitation of the development and learning of all YHCHT employees.

22. Ensure team members have clear instructions and terms of reference for dealing with all foreseeable operational situations relating to the facility.

23. Represent the CHT in a positive way at all times.

24. Ensure sufficient and suitable sundries are available to undertake required maintenance at all times.

25. Ensure all vessels that moor/berth within the Harbour Limits are moored appropriately and in the correct positions.

26. Budgetary / Financial Responsibilities of the post

a. Maintain an overall awareness of expenditure, manage day-to-day procurement of sundries including selecting appropriate suppliers.

27. Supervision / Line Management Responsibilities of the post

a. Line management for Harbour Assistants whilst they deputise as Duty Dock Masters.

b. Task allocation.

c. Generation of work programs.

d. Responsible directly to the Harbour Master.

28. Working Environment & Conditions of the post

a. Harbour environment, predominantly outdoor with office hours as required

b. Driving Trust vehicles and harbour workboats within Harbour Limits and surrounding area as required

b) The Trust operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Trust buildings enclosed spaces within the curtilage of buildings, and Trust vehicles. The Trust does not permit smoking breaks within work time, with break start and finish times being recorded, as with any other break-time arrangement.

c) The post-holder is expected to familiarise themselves with and adhere to all relevant Trust Policies and Procedures.

d) All employees must adhere to our Welsh language Policy.

e) The post-holder must comply with the Trust Health and Safety requirements as outlined in the H&S policy appropriate to the role.

f) This post is based at Slate Quay Caernarfon Harbour.
